Here are simply and easy steps.
1. Open command prompt
2. Navigate to Android SDK directory.
3. Type adb reboot bootloader
4. Type fastboot oem unlock
5. Use volume keys to select "yes, unlock bootloader"
6. Use power button to select option
7. And you are done!

It's the same method used for the Nexus One, and now it works for the Nexus S as well.
